Frederick Irwin, while being a member of the Anglican Schools Commission, is locally governed through a School Council which includes representatives of the Church, parents and the local community.

Meet the Executive Team

The Principal is responsible for the day to day operations of the School and in this is supported by nine Executive staff and over 160 teaching and support staff members. A full-time Chaplain has both teaching and pastoral duties.

This structure ensures the development of policy guidelines that relate to the School in its local environment and therefore issues requiring immediate response are dealt with promptly.

Mrs Tracey Gray joined Frederick Irwin Anglican School in 2022. Prior to joining Frederick Irwin Anglican School, Mrs Gray was the Principal of Sapphire Coast Anglican College in rural NSW. Mrs Gray completed a BA of Training and Development as well as a Graduate Diploma in Primary Education and completed her Masters in Educational Leadership in 2009. She has worked in Finance and Banking, Sales and Marketing as well as Primary and Secondary teaching. She has been a Bank Manager and Training and Development Manager providing training and development for lending managers across Perth. In Education, Mrs Gray also held the role of Manager of Federal Government Initiatives at AISWA supporting the Independent schools across WA with leadership development, strategic planning and whole school improvement. She has also been responsible for the Primary School at St Stephen’s School as well as serving a period as Acting Head of Campus K-12 at St Stephen’s School. She has been a teacher, coach and leadership mentor across Australia for aspiring leaders.

Mrs Gray is passionate about success for all students and ran the program for re-engaging students in education as part of the raising the leaving age for school initiative. She has written articles for journals as well as co-authored a book called “So you want to be a teacher” with author Dr Phil Ridden. Tracey has implemented 100% Kindness in three schools and provided support in developing kind communities. She is passionate about making Frederick Irwin Anglican School a school where everyone belongs, is valued and is celebrated.

Mr Trent Costelow, Business Manager

Mr Trent Costelow was appointed as the School’s Business Manager in November 2022. He graduated from Monash University in Melbourne with a Bachelor of Business (Accounting and Law) and is a qualified CPA. Trent has worked across a broad range of industries including banking, funds management, health, retail and chartered accounting. Trent started his career at Ernst and Young and more recently was a Senior Manager at Westpac and an owner of a market research company. Trent enjoys being active by travelling in his caravan, spending time at the beach and playing sport.

Ms Jannine Webb, Head of Secondary

Ms Webb joined the Frederick Irwin Anglican School team in 2023, bringing a wealth of executive leadership experience, having been Head of Secondary at St Andrew’s Grammar, Dean of Students at Wesley College, and Head of Middle Year’s Education Methodist Ladies’ College. This is Jannine’s third stint working at FIAS, having worked in the Science team from 1994-1997 and then again in 2006-2008, she has seen the school grow over time while holding onto its unique character and welcoming nature.

Jannine is passionate about wellbeing and achievement and is completing her Masters in Mental Health and Wellbeing in Schools through UWA. Her learning in this course has led to the implementation of the Kindness Curriculum in the pastoral lessons taught in the school.

Mr Noah Clark, Head of Primary - Meadow Springs Campus

Noah joined Frederick Irwin Anglican School in 2014 after spending time at Peter Moyes Anglican Community school as part of the teaching and leadership team.  Noah was the Deputy Head of Primary for four years at the Meadow Springs campus and worked closely with the Executive to develop the pedagogical practices of the Primary School. 
In 2018 he became the first Head of Primary at the newly founded Halls Head campus. Over a period of six years Noah worked closely with his leadership team and staff to develop a positive and thriving community. In 2023 Noah was appointed as the Head of Primary at the Meadow Springs campus, Noah’s commitment and passion for education are linked to community, relationships, student engagement and a Christian approach.

Mrs Sue Kirke, Head of Primary - Halls Head Campus

Mrs Sue Kirke joined Frederick Irwin as a teacher in 2002. She taught in a number of Primary year levels, before taking on the role of Upper Primary Coordinator at the Meadow Springs Campus. In 2018, Sue worked across both Primary campuses as the Curriculum Coordinator to help establish the Halls Head campus. In 2019, she moved to Halls Head as Deputy Head of Primary, as well as continuing in her role as the Upper Primary Coordinator, drawing on her wealth of experience in curriculum, pedagogy, systems and processes, and analysis of data to inform planning and support the growth of individual students and the School as a whole. In 2023, Sue took on the position of Head of Primary of Halls Head Campus. 

Sue has a passion for making a difference by building positive relationships with all members of our School community and is dedicated to supporting the holistic development of the whole child. She has a strong focus on implementing strategies that support our Anglican Identity and Core Values, ensuring that each student can thrive in their learning and personal development.

Mr Jonathan Butcher, Deputy Head of Primary - Meadow Springs Campus

Jon holds a MA in International Education with over 20 years of experience in teaching and leading in diverse and dynamic schools worldwide. Jon has been Head of Primary at two leading international schools in Europe, and is now Deputy Head at the Meadow Springs campus. He leads through inquiry with passion and purpose, inspiring agency through great learning. He has presented and facilitated workshops at various regional and global conferences, and has contributed to publications on educational topics. Jon is also an accredited site visitor for the Council of International Schools, evaluating and supporting schools in their improvement journey.

Mrs Natalie Burbage, Deputy Head of Primary - Halls Head Campus

Natalie was appointed to the role of  Deputy Head of Primary - Halls Head Campus in 2023. She is an educator with over 25 years’ experience of teaching and leading teams in schools across the Peel region. Natalie joined the Frederick Irwin in 2008 as an Early Years classroom teacher at the Meadow Springs campus and became the first Early Learning Coordinator in 2015. She moved to the Halls Head Campus when it opened in 2018 with a view to ensuring consistency in teaching and learning across the campuses. Throughout her time at Frederick Irwin, Natalie has been instrumental in leading teams in the implementation of play-based inquiry and Nature pedagogies. She is an advocate for Reconciliation and represents the School on the Anglican Schools Commission’s Reconciliation Action Plan Working Group.

Mrs Anne Crock, Deputy Head of Secondary Teaching and Learning

Anne Crock began her journey as a dedicated teacher in Albany, where she spent nine teaching Mathematics whilst also serving as a Head of Year. In this role, Anne was responsible for both the academic and pastoral development of students, a responsibility that ignited her deep passion for pastoral care. She believes in the importance of nurturing the whole student, ensuring their well-being and their academic success are developed. 

In 2001, Anne joined the Mathematics Department at Frederick Irwin Anglican School, bringing her expertise and commitment to the school. In 2010 she was appointed Head of Year, allowing her to further support students' growth both academically and personally.  Since 2022, Anne has served as Deputy Head of Secondary Teaching and Learning. In this role, she has been instrumental in coordinating curriculum changes designed to enhance the success pathways available to our students. 

Anne's leadership is characterised by her strong belief in the importance of a well-rounded education, her commitment to student well-being, and her drive to continuously improve educational outcomes. Her work ensures that students at Frederick Irwin are equipped not just for academic achievement, but for lifelong success.

Mrs Karen Watts, Deputy Head of Secondary Pastoral Care and Service

Karen Watts Frederick Irwin in 2011 after 19 years of teaching in Government schools, holding various Pastoral and Leadership roles. Karen has demonstrated her commitment to Pastoral Care as a Head of Year and Head of Gordon House.  More recently, Karen has held roles as Acting Head of Secondary and Acting Deputy Head of Operations and Inclusion.  Karen values an inclusive and culturally diverse educational environment where students are the focus, and success is promoted for all students. Karen is passionate about education and firmly believes in the importance of developing the whole person, ensuring their needs are met academically and holistically in terms of their physical, social, emotional, spiritual, and mental health. She believes that when you get to know your students and the community in which they live, work, and play, you can develop a connection with them. This connection allows you to understand how they live and learn so you can develop strategies and programs that are targeted to their individual needs.
